The complaint must be made by individuals and/or communities, or their representatives, who believe that they are directly affected by the project. The complaint must include a reference to the project, setting out all relevant facts, including the harm suffered by the parties concerned or the threat it poses. The complainant shall have previously attempted to consult with relevant authorities, stakeholders and/or company representatives and appointed advisers to ensure that due consideration has been given to existing grievance mechanism processes or complaint procedures.
